2002 - 2004 — Anti-immigrant vigilantes fly a drone over the U.S./Mexico Border to hunt for primarily Mexican immigrants. The U.S. Border Patrol follows the vigilante's lead.

Around the same time, the Los Angeles Police Department plans to fly drones to keep an eye on pachucos and other urban residents.
